ContextBandhu Social Welfare Society (BANDHU) is a community led nongovernmental organization that implements essential sexual and reproductive health and rights activities including HIV intervention, legal support, capacity building and policy advocacy to bring positive change and address social, religious, cultural, and legal impediments to the protection of human rights. Bandhu specifically works to support hijra and gender based marginalized population who often face myriad difficulties in accessing citizen services, including health care.BANDHU is looking for a Team Leader for its Global Fund supported HIV/AIDS intervention Program. This is a senior position in the organization directly reportable to Director – Operations/Executive Director. The person will be responsible for managing the program and activities including management of project team. S/he will also extend support in devising plans, strategies and policies in terms of achieving the goal of Project as well as the organization. The position requires significant experience of project and partners management and the ability to monitor, evaluate, coordinate and achieve program goals. Comprehensive knowledge is needed for developing project proposals for the organization based on the requirements and donors’ priorities. The person must be a strategic thinker as well as a team player and expected to possess excellent communication skills.Roles & Responsibilities The ideal candidate should have the followings expertise:Project Design and Planning
Effective and efficient planning and implementation skill for HIV and SRHR program intervention.
Participate in the preparation of the project policies, strategies, multi-year plans and work plans of project and program.
Conceptualize, develop and implement assignments and activities.
Ensure preparation/revision of project annual budget according to budget guidelines and ensure timely submission to the program coordination office.
Project Implementation and Management
Ensure quality implementation of intervention/activities through spending 30-40% time in the field in a routine manner and provide written feedback of all field visits to line manager as well respective field office.
Provide effective support to the Partner Organizations (SSR/SPs) of the project to ensure effective and efficient development and management of the project.
Manage contracts with all SSR/SPs in and outside Dhaka and provide regular feedback to SSR/SPs.
Review intervention-related crucial problems which are forwarded by field staff and take necessary action.
Provide guidance to the team members in matters of resolving problems in the implementation of the assignment.
Develop checklist and mechanism for regular monitoring of the field activities and analyze the feedback; keep program unit informed with recommendations on options of solution.
Organize/monitor regular internal meetings with stakeholders at the field level periodically to create enabling environment.
Produce/develop and disseminate Health Education messages for the project.
Ensure supervision and performance review of all SSR/SPs timely and appropriately done within the area of responsibilities.
Plan/review progress and prepare performance report of the project including all SSR/SPs.
Ensure achievement of program activities as per set targets.
Ensure enrollment of People Living with HIV (PLHIV) in the treatment, care and support program.
Ensure that local purchases and expenditures are done as per contract/policy.
Monitoring, Control & Capacity Development
Monitor and track the achievement of overall intervention objectives.
Monitoring the project activities routinely.
Identify staff training needs; ensure need-based training for respective groups/individuals timely and appropriately.
Provide on-the-job training, coaching and mentoring to the project staff working in the field.
Ensure the staff are kept abreast of the latest changes to the project strategies and activities.
Monitor and control budget performance and make necessary revision/adjustment and monitor the burn rate of the project on monthly and quarterly basis.
Oversee the preparation of budget variance reports in coordination with finance team.
Ensure and promote team spirit among the staff members and maintain gender sensitivity and empathy.
Stakeholder Management
Liaison with partner organization (GO/NGO) at local and central level to introduce/update project strategy and activities.
Liaison with other NGOs, relevant stakeholders, institutes regarding cross-border mobility and HIV vulnerability.
Develop linkage with other stakeholders like other Global Fund implementing partners and other NGOs.
Communication and Coordination
Effectively coordinate with PR (Principal Recipient) and SSR/SP/PNGO staff to ensure smooth and effective implementation in all respects.
Organize annual learning reflection workshop.
Documentation and Reporting
Finalize monthly, quarterly and project completion reports with assistance of staff members of the project.
Ensure preparation of all periodic reports on implementation progress/MIS and its proper dissemination.
